The Tampere Central Office building, which is historically valuable and protected by the city plan, still houses the city council meeting hall, offices, and city service point. The new 5,500-square-meter extension will house the mayor's and city council's offices. Between the buildings there will be a restaurant and multi-purpose facilities. The facade facing Puutarhakatu is protected from the sun by a colorful work of art consisting of 150 glass slats.

The design has been largely guided by strict conservation regulations. Sixty percent of the original building, designed by Aarne Ervi in 1968, was demolished, leaving only the pillar-slab structure intact. The building on the market square side is a fairly faithful replica of the old building, updated to current standards.
